Customs launch the special action for IPR protection coded “Longteng Action 2021”, pursuing targeted crackdown

According to the General Administration of Customs (GACC) news, GACC recently launched the special action for IPR protection coded “Longteng Action 2021”, with new methods and new channels for infringement focused and targeted crackdown launched.


During the special action, the Customs will continue to strengthen supervision over IPR infringing goods exported to the North America, Europe, the South America, Africa, and countries and regions along the Belt and Road in freight channels. Efforts in crackdown on IPR infringement in the form of small parcels in the postal channel will be strengthened and emphasis will be laid on supervision over goods with high risks of infringement, including food, drugs, cigarettes, watches, apparel, shoes and hats, bags and luggage, toys, consumer electronics and personal care products, which are exported to countries and regions, such as the North America, Europe and Japan.


Officials from GACC indicated that during the special action, customs will strengthen cooperation and coordination, and enhance full-chain protection. Customs throughout the country will strengthen cooperation, explore innovative work models such as joint training, joint research and judgement and joint law enforcement and strengthen information and resources sharing with relevant departments. Customs will also urge enterprises to standardize the inspection in goods receipts and deliveries, and prevent infringement from pick-up. In addition, customs will implement joint punishment for untrustworthy and illegal enterprises with relevant departments in accordance with the law, and play the roles of industry associations, chambers of import and export trade and alliances of right holders, and strengthen social governance of IPR protection.


Statistics showed that in the first two months of this year, customs have detained 6,280 batches of IPR infringing goods, an increase of 237% year on year. GACC approved 2,862 record applications for IPR protection at customs, an increase of 5% year on year.
